About the association

Message from the association

We would like to tell you a little about the Association and why it was felt necessary to form one.

From the time that the Parkland Place and Wren Way development was completed in 2001 until the association was set up by our first Chairman, Terry Martin, in April 2005, our management company, OM Property Management (formally Peverel OM), had free reign to spend the service charge we pay them without any proper accountability to residents and owners.

Terry Martin felt that this state of affairs was allowing OM, in some cases, to not carry out essential maintenance but still charge the owners large annual maintenance fees and make demands for additional money – due to over-expenditure.

Although owners and residents were, and still are, able to contact OM directly, Terry's objective in setting up the association was to provide owners and residents with a unified method of obtaining the common goals of value for money and proper service.

Terry realised that in order to set up the association we would need as much support from owners and residents as possible, and went about recruiting members. He then began negotiations with OM on behalf of all owners and residents. For some time Terry ran the association single-handedly. In October 2007 he realised that a more formal structure was required and enlisted the help of fellow resident, Edgar Parnell, to draw up a constitution for the association. Edgar was instrumental in enhancing the association’s image and professionalism. Edgar became the association’s second Chairman and set up our first website.

With Edgar’s departure from Parkland Place in 2009 Terry resumed the role of Chairman.

When brothers Simon and Geoff Farmer moved to Parkland Place in 2008 they began to take a keen interest in the association and its objectives. Subsequently, Simon was voted in as Vice-Chairman and Geoff took over Edgar's role in maintaining the website. Geoff refreshed the website giving it its current look.

In September 2010 Terry stood down from his role as Chairman after many years of dedicated and productive service.  Simon was subsequently elected to become Acting Chairman in addition to his role as Vice-Chairman until the association’s AGM in April 2011.

After two-and-a-half years of achieving significant progress for the association, Simon resigned his position as both Vice-Chairman and Acting Chairman in March 2011. At the association's AGM in April 2011 Geoff Farmer was elected to the position of Chairman.

Today we have a very active association that continues to achieve Terry’s original aims. We have an effective Management Committee and we are always looking for new owners and residents to join the association and, if desired, participate on the committee.

Our achievements

Since the association was formed owners and residents will have no doubt noticed the many improvements that have been realised as a result of the representations the BPVRA have made on your behalf to OM Property Management, the local council as well as work the association has carried out itself; including:

  • Attaining formal recognition from OM Property Management as acting on behalf of residents of Parkland Place and Wren Way;
  • Ensuring a productive relationship with, and securing accountability from, OM Property Management; with insistance on multiple quotations and transparent expenditure;
  • Creating our own dedicated Website;
  • Set up and support of a Neighbourhood Watch Scheme for Parkland Place and Wren Way;
  • Cleaning of unsightly wall staining on the main building;
  • Overdue redecoration of communal areas including painting of all balcony rails and garage doors;
  • Lights installed in the waste Bin and Bike store;
  • Security Lights fitted at Communal Main doors;
  • Car spaces clearly marked;
  • External Redecoration, including garden seats, bollards and walkway fence;
  • Additional blue recycling bins and bottle bank bins;
  • Arranged working parties to clear reeds from the ponds;
  • Arranged for Persimmon Homes to repaint the footbridge and walkway fence;
  • Maintaining the communal stairwell walls between full redecoration schedules;
  • Provision of salt bin and snow shovels for the winter;

Objectives

The objectives of the association are:

  • To promote the exercise of the rights and interests of the residents of Westbury Parkland View, Bicester, Oxfordshire
  • To secure the proper maintenance of the common areas, amenities and the overall environment in the area of benefit
  • To represent residents and to communicate their concerns, within the local community, with local authorities, the management company and the freeholder
  • To undertake any other activities that contributes to the overall well-being of the area of benefit
  • The Association shall be politically neutral and non-sectarian
